I don't think the stock "dividend" is considered a dividend when it comes to taxes. The reason is that this is just a form of a stock split. We get a few more shares, but the shares lose value. Therefore, there is no real gain to the shareholders.
Also, the 1099-DIV from my broker did NOT report the shares as a dividend.

My UMC dividend from last year was reported as 'Foreign Tax' paid in Turbo Tax.
Not sure how TT treated it.

UMC (2303 TT, NT$54.5) jumped 2.8% on decent volume on news of orders from Texas Instruments, which traditionally places orders with competing IC foundries. Estimates are that UMC sales will grow 25% to 35% quarter-on-quarter in 2Q02 and capacity utilization will surpass 70% by the end of 2Q02
