It seems that increase usage did not come from the US:

Steam coal exports totaled 13.3 million short tons (2.7% lower than first quarter 2013); metallurgical coal exports totaled 16.1 million short tons (11.2% lower than first quarter 2013)''
And while exports where down, us imports were up almost 100%!
