Yes, they're either being extremely prudent by crossing the "T"s well before it's needed or they suspect that they will need to ramp up manufacturing quite soon. The level of detail seems more than just a "what if" scenario. Either that or an elaborate hoax, which i'm sure the bashers will profess.
