Cafta does open things up doesn't it. Plenty of need for infastructure improvemnts in central america. In addition to roads, in many countries they use a hell of a lot of cement in construction. not that it applies to cafta, but when I was living in Korea everything was made with cement. Mexica and central america look a lot more like Korea than the U.S., economically speaking.
