I take it you've never run or owned a company. If your workers have a dispute with you and they purposely slow down work then they have effectively initiated a strike. Must be a democrat... Good honest employees don't handle disputes by slowing down work. Those actions if true are disgusting, and should not be tolerated by any management team.
If I were mediating the longshoremen's dispute and the negotiations bogged down in arguments about strike v. lockouts, I would say, what does any of that have to do with getting bananas on the beach? I hope somebody is saying that to these guys now.
I don't know about effectively. When workers walk out, its a strike, when management locks out its a lockout. The rest is so much quibbling about terms. I can quibble as well as anyone, but I hope at least, I know when I am doing it. My experience is that there are at least two sides and usually many more than two sides to any dispute.
