Is it possible that they mean that if you have a margin account you are only going to be able to count on using 50% of the BIDU stock price when computing margin usage? BIDU is very volatile - as we all know - so it would make sense that any BIDU stock is going require stiffer margin requirements.

You misunderstand. I have been waiting for a place to START building a position. When placing an order on line schwab had a line below my buy order that there could be a maintenance fee of up to 50%. I was not buying on margin and I am over 50% cash now waiting for more market correction. I was just looking for an explaination of the fee.
