Could? Yes. Is? Not really. Energy storage from sporadic "green" sources like solar and wind, remain a huge problem. Current batteries and Maxwell UCs don't work economically. Technically no problem, problem is price, including lifetime, failure modes. I'm just starting to look at the stock.
The article is regarding the design and demonstration of exactly two units to evaluate the concept. There is no present use of UC's with PV. It seems silly to me to use UC's for energy storage when everyone knows they are power storage devices. No word on how they plan to utilize the UC's. Perhaps to energize the panel focusing motors in short bursts to avoid voltage drops from the system as the panels internittantly move thruought the day.
