Yes,oversubscription-high acceptance rate-is common from what I have seen. Some people(actually institutions) just want to take the money and run. I didn't,and gladly, as often the price goes above the tender offer price-and today,NSR is hitting a 52 week high. Just an under the radar stock that continues to kick it.
