NSR needs to pay a dividend

So the stock has dropped from the $37-38 range down to $31. Was the last quarterly report really that bad? I don't think so. The issue seems to be there is no reason to hold the stock while waiting for the next quarterly report. Last August the stock went down to @ $22. It then had a nice run up. I saw no reason to continue to hold when it dropped into the $34 range-take the money and run. But my decision would have been different if the stock had a dividend. I think a decent 2% -3% yield would have enticed a number of money managers to hold or even buy the stock. This would give it more price stability. The company has good cash flow. So why no div?
