You are absolutely correct because:
(1) should add maybe 40 cents per share in incremental earnings once fully deployed and
(2) it shows management can actually get things done (they haven't had too much to brag about since taking over)
BUT
it appears to me the market cares about getting a dividend and that's is about it; personally I am still bidding for stock so I am happy to see it keep hanging around $16
