Not much has been written of CityTime for a long time, but the termination of the nice relationship with New York STATE because of CityTime has given the Pentagon the hint to look into, oh, some of those billing practices and I heard that the same BS games were turning up there too. This article doesn't imply ciminality is SAIC's problem. The problem seems to be incompetence in the ability of past management to grow the business and get profit down to the bottom line.
It suggests some, slight progress has been made lately, but the company still isn't being managed effectively compared to its peers.
Seems to be the CITYTIME issue may be in part from management not having a good grasp on what is going on during its watch. Seems in the recent past a lot of people might have been asleep at the switch?
