    "Work requirements are not simply being “dropped.” States may now change the requirements — revising, adding or eliminating them — as part of a federally approved state-specific plan to increase job placement.
    And it won’t “gut” the 1996 law to ease the requirement. Benefits still won’t be paid beyond an allotted time, whether the recipient is working or not.
    Under the new policy, states can now seek a federal waiver from work-participation rules that, among other things, require welfare recipients to engage in one of 12 specific “work activities,” such as job training. But, in exchange, states must develop a plan that would provide a “more efficient or effective means to promote employment,” which may or may not include some or all of the same work activities. States also must submit an “evaluation plan” that includes “performance measures” that must be met — or the waiver could be revoked.'

    So effectively what Obama did was make a change allowing states to apply for a waiver but not forcing them to do anything. A waiver the majority of governors asked for.

    “For years, Republicans and Democratic Governors have requested more flexibility in implementing welfare reform so they can meet their states’ specific needs,” she wrote Wednesday to House Ways and Means Chairman Dave Camp (R-MI) and Senate Finance Ranking Member Orrin Hatch (R-UT), who have unveiled legislation to block the move. “In 2005, 29 Republican governors requested ‘[i]ncreased waiver authority, allowable work activities, availability of partial work credit’ so they might more ‘effectively serve low-income’ Americans. Certain elements of the proposal endorsed by the 2005 Republican governors were very far-reaching and would not be approved under the Department’s proposed waivers.”

      1) the Clinton Era welfare reform was altered by Barrack without legislation.
      2) he and Holder only enforce the immigration laws they like and ignore the rest.

Indeed, the politics of the situation have been pushing the federal government towards increased enforcement in the hopes that it would allow a real debate about immigration reform.         The practical effect of the welfare change is it gives states the OPTION to APPLY for a waiver AT THEIR DISCRETION. For states that do not seek a waiver it CHANGES NOTHING.
