In reply to your question "what can this man NOT do?", the answer is that he cannot read a financial statement. If you put the US governments balance sheet, income statement, and cash flow statement in front of him, he would have to ask for an aide to interpret it for him. He has no concern about the debt or deficits because he is clueless.
