I guess the follow up question of concern to me is this:
assuming there are legit reasons for the 200 m bond and chinese govt does not allow money to flow out (at least easily), in what ways are xin coping with this potential limitation to growth outside china?
Xinyuan intends to use the net proceeds of this offering to repay certain existing debts, invest in new real estate projects in China and the United States and the remainder for general corporate purposes.
Should be several Dollar property deals with this......

China Vanke raises $800m from dollar bond
China Vanke, the country's largest developer by sales, has raised $800m in its first dollar bond issue, highlighting continued strong appetite for Chinese real estate debt. Vanke on Friday sold a five-year bond with a coupon of 2.625 per cent, or 195 basis points over US treasuries.......*****
