RIG's struggling management would be eager for a payout i reckon, and the Brazilian's approach to the chevron "spill" is short sighted but not surprising. In spite of this the international companies will likely continue to work there, look at nigeria.
I can't help but wonder if the craziness in Brazil is internal politics, since Rio is struggling with the Feds about how to re-cut the oil proceeds pie. Otherwise, it's so out of proportion to the penalties for other incidents that it's just off the scale. I've been in and out of PBR for years, so I'm reasonably familiar with Brazil, but this is beyond the norm, even for there.
