This has to be a "Superior- knowledge" of CIIC in regards to the Delisting. So this filing will be proper and corrected from all the questions and issues that we don't know about yet. I feel (IMHO) the 5 day is an average collected by the SEC regarding response time. More time isn't penaltized as long as its a time within reason. They can slide 45 more days but they won't. If this were an American Company I would say Friday Morning before opening.
The numbers should be fine as OCT-DEC10 there were no weather issues or economic disasters reported (I searched the area conditions).
Just as a reminder the Northeastern part of China developed way ahead of the rest of the country starting year 2000. This area is still in growth and the Pinglin expressway is the gateway. If you have a few coins in that savings can it may be a time to open the lid.
Form 12b-25 says within 5 calendar days of prescribed due date (whenever that is), but that's no guarantee of follow-through. Filing also says that there's no significant change in results compared to last year.
