    To understand why the DEA mindset look at who it views as its customers.

    For example, the NIH sees biomedical scientists as its coustomer base. It knows that base is composed of orderly thinkers. Hence, regardless of whether it moves fast or slow it keeps it's customers informed of grant due dates, meeting dates and funding schedules because that is what it's customers expect. Now look at the VA. The customer base are vets who have sacrificed for all of us. The VA's attitude is "how can we help those who have helped us?" Try the TSA whose mission is to stop airplane bombers. They look at every passenger as a customer meaning someone with even intent. It doesn't matter if that person is wheelchair bound and incontinent, they have to stand up and carry their bag through or get strip searched. Now to the DEA. It serves it's customers with warrants and prison sentences. That is its job. Serving the tax payer in a timely manner is not its job. At least not in their eyes.
