The momentum on Mr. Payroll's check cashing machine really seems to be building! A number of people on this board have questioned why banks would want such a machine, because it was originally focused on the "unbanked." The answer is the same as ATM's convenience, and lower labor costs. People want money Sunday mornings at 7 am, and if a payroll check or a government check can be cashed then - people will go to that bank's machine. Also, banks could cut weekend hours (as usual) if they have more ATM's and Checkcashing machines.
In a conversation I had with a member of Mr. Payroll management about two months ago, I was told that banks would be the primary owner of these devices: reasons are similar to the ones you noted. Specifically, they are a revenue producer from fee income, and they can be deployed in locations where the banks already own the ATM contract. I'm sure this most recent bank announcement will be the tip of the iceberg.
