    Sec. 303. Additional Authorities. (a) To create, maintain, protect, expand, or restore domestic industrial base capabilities essential for the national defense, the head of each agency engaged in procurement for the national defense is delegated the authority of the President under section 303 of the Act, 50 U.S.C. App. 2093, to make provision for purchases of, or commitments to purchase, an industrial resource or a critical technology item for Government use or resale, and to make provision for the development of production capabilities, and for the increased use of emerging technologies in security program applications, and to enable rapid transition of emerging technologies.

    (b) Materials acquired under section 303 of the Act, 50 U.S.C. App. 2093, that exceed the needs of the programs under the Act may be transferred to the National Defense Stockpile, if, in the judgment of the Secretary of Defense as the National Defense Stockpile Manager, such transfers are in the public interest.

    • Do you people EVER think with your brains rather than your emotions?!? WHY in the world would ANY country want to keep the orders of this drug on the down low, the "hush, hush"???? This is NOT an offensive strategy, it is a DEFENSIVE one. Therefore, what would be the need to keep it secret? It would be quite the opposite, actually. Think about it....if you suspect someone might launch a smallpox attack and wanted to keep them from doing so, wouldn't it be best to announce and have it known that you were in possession of a drug to treat the disease?? That way, they might be less inclined to launch the attack?

      You people are living in a true fantasyland of what goes on behind the scenes. You've invested in a company that once had great potential. They blew it. Accept that. A good example of your biased view is when SIGA did the shelf offering after they said they wouldn't and had no plans (literally WEEKS after, maybe not months or years, but definitely WEEKS!). Some of you were convinced it was a requirement of BARDA that they have a certain amount of cash. You were wrong. I argued it was a stupid thought and was brushed aside and insulted. Well, you are WRONG AGAIN here. Stop being so ridiculous.
