Wasn't SIGA supposed to receive a payment on invoice from a milestone...something to the tune of $90M? I haven't seen any PR's for that and I would think that is significant enough news that they'd announce it.

They announced the milestone, and the fact that they were thus entitled to invoice and receive payment. Merely collecting a receivable is not something I'd expect them to announce - other than in the next quarterly CC, as part of the discussion of how cash increased, etc.....
you don't think it's significant to receive actual MONEY from the USG in light of what's going on?? Perhaps so, but I think it's significant and would go to show there won't be any short term solvency issues.
