I agree the managers couldn't hold down the fort, but the contractor work force being put in place overwhelmed the union and they ran back with their tails between their legs.
csecomm, actually the contractor work force that Verizon considered putting in place overwhelmed Verizon with their "billing" for the hours they supposedly 'worked". When Verizon realized the contractors where going to cost them a lot more then their own union workers they begged the union to come back.
