Vz and every other utility. They are doing best with what they have,
but just for these scenarios they need more manpower. Problem is bean counters can't justify it the rest of the year. Money over service is the motto in these corporations any more.
Unfortunately you are right. Would you buy stock in a company that
- one week after a service outage (granted a very serious one) still cannot give any idea of service resumption
- tells me yesterday that the service problem is due to flooding of the HQ, tells me today it's due to "possible" cable failure
- have no record of what was discussed during yesterday's conversation
