Beijing Metro Announcement - where's the beef?

I hate to sound bitter, but once again the Beijing Metro is an example of VISN's management team making exaggerated claims. As I read the announcement, it's only a framework agreement. What are the terms? How much upfront concession fees must VISN pay? I understand it may be in the US$10 million - $15 million range for one year! If that's the case, it's a horrible deal. How can you make a return on that? I don't know how they do things in China, but since VISN is listed on NASDAQ and subject to US laws, the management team is accountable to shareholderrs even if tehy are Chinese.
