Can they ?? It seems Netflix is using the internet to its advantage. I guess either the internet provides charge the subscriber for each KB of data, or charge the streaming provider like Netflix, Amazon... Someone has to pay for that...
Here in Canada the ISP provider charges for extra downloads. If you did absolutely nothing with your computer other than download movies, then you can watch about 50 movies a month before having to pay a surcharge on your downloads.

It would be interesting if the cable company who is also your ISP starts to charge you based on the data you download. AT&T and Verizon are doing that now to their cell phone data plan.
If it happens, the netflix or any streaming services may not be cheap any more...

Yes, Netflix has its own servers and gateway and using Akamai be their streaming provider, but it can get to your home without the public network and then your own internet service provider.
So who is going to pay for all those upgrade at the public network and also at your own ISP in order to provide enough bandwidth for huge traffic!!
