    Study: Prison population on the rise

    Pew Repor(t) also covered in USA Today, 14 Feb. A-3?: 13% prison population incfrtease during the next five years, costing states up to $27.5 billion in new operating and construction expenses. 1.72 million prison population in 2011, up from est 1.53 million at end of last year. Such an increase would
    roughly equal the current popluation of the fed prison sys.
