Considering that it's the NY Times, I actually thought that the article was relatively unbiased (no lecture about profiting on human misery). The 1 thing the article fails to mention is whether or not there is more rioting/unrest due to overcrowding when compared to prisoners being unhappy because of frequent moves. My guess would be that overcrowding is a bigger cause of tension.
Great article, the only my concern is that prisons are full even in private facilities. So can they build fast enough to support growth, like the article says. I also hope the spending not gona hurt todays earnings.
