Yes, as a for-profit company CCA likes to spend on extra frills for the inmates. Makes sense.
I should know I have been in the system for several years and seen what goes on in private prisons.
Good audits create more contracts and inmates are questioned of the condition of a set facility. Have you ever heard of audits?
