    Bad News!!!

    prisons are NOT financed with federal funds, then
    the Davis-Bacon law does not come into effect so the
    workers don't have to be paid the "prevailing wage",
    which we all know means the union rate. Therefore,
    contrary to what you said, it IS a matter of union vs.
    non-union labor, right?

    r7ualj, I assume you don't
    think companies like Federal Express should get to
    depreciate their assets either because they compete with the
    Postal Service and have this unfair advantage. Of
    course, in both examples (PZN,FDX), those companies (or
    in the case of PZN, their shareholders) PAY TAXES.
