    Rj7, JD4guards ect... Why is it after all the
    excellent training you and your fellow Union members get,
    you keep performing so poorly?? Maybe the socially
    conscious posters should be more concerned with Unions than
    private companies!!
    Prompted by a methodical,
    inmate-on-inmate murder in an otherwise deserted exercise yard,
    investigators at Corcoran State Prison are finding that
    potential staff failures - including an inexperienced guard
    at a key post and a broken-down ambulance might have
    preceded the death.
    Inmate Anthony G. "Torro" Delgado,
    35, may face murder and assault charges stemming from
    the Oct. 1 strangulation of his former cellmate and
    July 2 beating and strangulation of inmate James Kevin
    Mahoney, 39.
    Mahoney's death has prompted an intensive
    internal investigation into why Delgado, who had a pending
    murder charge, was returned to the prison's general
    population and why he had an estimated 120 minutes to beat
    and strangle his victim in an open exercise area
    before guards noticed and intervened. Authorities now
    are asking additional questions, said sources who
    asked to remain anonymous. Why did a supervisor assign
    an inexperienced guard to the key post that oversees
    the yard? Why was the prison's own ambulance
    apparently not working at the time that guards discovered
    Mahoney's body?
    California Department of Corrections
    Director Cal Terhune, responding for the first time to the
    deaths and to possible staff wrongdoing, said he will
    visit the prison this week to talk to administrators.
    He confirmed the internal investigation is
    considered "Level II" which means reports go directly to his
    office and that the investigation carries the potential
    of criminal charges against staff: "we are going to
    takea hard look {at the killing}. If there is
    misconduct, people are going to be held accountable".
    At
    the time Mahoney's body was found, the prison's main
    ambulance was broken down and guards could not locate the
    keys to a backup vehicle. Officers then transported
    the inmate to the prison hospital in the bed of a
    pickup truck, sources said. It has now been determined
    that Delgado had 80 minutes of unsupervised time in
    the yard, originally it was reported that he had 40
    minutes of unsupervised time. The death of Mahoney was
    captured on video tape. The silent recording shows Delgado
    had time to beat Mahoney on three seperate occasions
    before finishing him off with a T-shirt garrote, said
    sources who have seen the tape. The 121 minute tape
    shows:
    Delgado and Mahoney walk into the small concrete
    courtyard. Delgado drops a T-shirt on the ground. The two
    shake hands. For a few minutes, they talk back and
    forth. They start to talk. Suddenly Delgado hits
    Mahoney, who crumples to the ground. Delgado strolls
    around for five to ten minutes. He takes off his prison
    issue rubber sandal, charges Mahoney and starts beating
    him with it. Mahoney covers up as Delgado beats him
    for about five minutes. Dlegado walks away. For 20 to
    30 minutes, not much happens. Then Delgado picks up
    the T-shirt, shreds it and fashions a small rope. He
    approaches Mahoney again and beats him. During a 15 minute
    struggle, he wraps the rope around Mahoney's throat. After
    a few minutes, Mahoney goes limp. Delgado keeps the
    line taut around his victims throat for about 4
    minutes. Delgado stands and walks around for about twenty
    minutes. Guards Arrive.
