doesn't say but implies Wilson was more available to private prisons than Grey. Not true, the guard union funded the republican apparatus as well with the same kind of dollars. Bascially, Wilson was open to privitazation of everything (including schools) but prisons. Makes sense politics and the resulting power is expensive. Arrogant and stupid to build a spec. prison when State Attorney General says can't import prisoners from other states - against State law - court battle could take years going through system on appeal. May be a constitutional issue that a state can't discriminate against other state's prisoners - not really up to speed on Art. 4 Sec (2) 'Privileges and Immunities of citizes of several states' Sup. Ct.rulings in this area.
