I suggest that they spin off the the division that does tax free exchanges.
Then they could divide up the title company by state. That is ITIC of North Carolina, ITIC of South Carolina, ITIC of Georgia etc. If that doesn't get the stock to $80, they could have each one of the "state" companies become a REIT and pay out substantially all of its income as taxable dividends. The other possibility would be for each "state" company to become a Master Limited Partnership.
I am now going to go to law school so that I can earn the fees that one of these new structures will generate.
