You don't "dump" a microcap stock like this, into the open market, unless you're desperate, have a margin call, "just don't care any more," or ignorant. You funnel shares into the market, and "work" the order, over time. (One wonders, if the seller would have done that, if we would have needed to have even dropped below, say, $2, or even $2.20.)
While the insider buying is meager, I interpret it as an implicit validator of management's confidence in the future, and in that sense, find it heartening. I also appreciate the implied "loyalty" of management, to its equity holders, by such actions.
