    short sales

Does anyone know how to find data on short selling?
For example, I know how to find the daily FINRA short stats:
date short vol exempt vol total vol short/total ratio % short sold above NBB
    27-Mar 7864 3735 13739 57.2% 47.5%
    26-Mar 8111 5506 41261 19.7% 67.9%
According to FINRA 19.7% of volume were short sales (Wednesday) of which 67.9% we sold short at above national best bid (which to me is probably naked shorting), and yesterday 57.2% of volume were short sales of that 47.5% was also shorted at pricing above the bid. Usually there is no short exempt volume; when there is, you know there is a short selling frenzy.
    Two question/concerns:
[1] There is/was supposed to be a ban on short selling Weds and Thursday, since we opened 10% red Wednesday morning: shorting is banned for the rest of the session and the following trading day automatically (supposedly).
This does not seem to be reflected in the FINRA data
[2] Does anyone know how to relate the FINRA volume to actual volume? Total volume of 41,261 for example: where do they get that from when the volume was 7M on Weds?
