No idea what you are talking about. There are hundreds of licenses and permits for one to export LNG. A LNG plant would need construction permits from multiple governmental entities. Then everything from electrical to boiler permits. You also need a permit to export LNG from US and the state. Pipeline permits and regulatory inspections. Permits for docks, storage and everything else just like any other business. Takes years to build and permit.
The really big license is the export permit from the Feds. There certainly are lots of others. Remember when they tried to build an export terminal in Oregon! The locals and State of Oregon shut it down. Same situation in California so we are building gas lines into Mexico and a terminal is proposed just south of San Diego. Wonder what the rules are for selling NG to Mexico?
