If you mean, within an IRA, it was when they converted from trust to corporation a few years ago.
The rules for trust and corporation are different.
In taxable accounts there is still withholding.
Your broker have lend out secretly your shares to people who short this stock.
Shorters pay your dividend and you don't need to pay tax beceause your stocks doesn't exist.
