I didn't know either, but I did some quick research on Yahoo and Wikipedia. Apparently, a "topping" plant uses a specialized electrical method to refine the oil/diesel. It works best when the plant is near the oil itself. In this case, CLMT is exploring the feasilbility of constructing a topping plant in the vicinity of the Bakken reserves.
