It sounds more like a hardware testing location than a sales office. Could be they're taking advantage of cheaper skilled labor, like in India. Maybe down the road as a local employer, those governments will warm up to them, but that seems unlikely in China, unless Infinera sees them stalling out as they crank up the transport speeds.
