this is not true. Of course, the company could communicate with the investors for the nature of inquery during the halt. Lots of companies did that, very few companies had the resolution after that.
Let turn it around and say why does Nasdaq not give to the general public the nature of the inquiry? It a public exchange right? It should do that for the investment community, right? Even if it is the "quiet" period!
