That's a monthly line chart that indicates only end-of-month prices. If you change the Line Type under Chart Settings to OHLC (Open High Low Close) or Candlestick, you can see that it hit an intra-month high above $40. Specifically, the daily (and all-time) high was $40.35 on 4/8/2004 after a steady day-by-day climb from around $8 in mid-March.
