It's smoke and mirrors after hours. When the market comes back on Monday it will trade from the closing price. So pre market will slightly give you direction on monday. Because it all depends on volume for INO on monday. If the volume is stronger than the last 2 weeks and more buying it will surge higher. personally after hours is manipulation!
The "after hours" trades are often "money maker" trades that are 100 shares made to look like any previous SP uptick or downtick was bogus. But this fails when you double check the daily volume and how that went. One hundred shares to create a false impression costs $50 plus. That is chump change for MMs who deal in day trading and shorting.
