Morning traffic is being slowed to a near standstill by protesters blocking entrances to a Dow Chemical USA facility in west Houston.

Members of Greenpeace have chained themselves to fences surrounding Dow's facility in the 400 block of the West Sam Houston Parkway southbound feeder between Memorial Drive and Briar Forest Drive.

A Greenpeace volunteer who identified herself only as Selena said the activists represent the International Campaign for Justice in Bhopal.

The protest is against what the activists describe as toxic drinking water from Bhopal, India, site of a disastrous 1984 explosion at a Union Carbide Corp. chemical plant.

The protesters seek to compel Dow, Union Carbide's parent company, to clean up the Bhopal site.

Workers are being blocked from driving into the Dow facility, but are being allowed into the facility on foot.

John Musser, a Dow spokesman in the company's corporate offices in Midland, Michigan, said the protest is not the first gainst the company, although it is the first at that particular site.

Dow purchased Union-Carbide's stock more than a decade after Union-Carbide had settled its responsibilities with the government of India over the Bhopal disaster, Musser said.

He said Dow representatives have met with Indian activists and with Greenpeace, and agreed to disagree about the company's responsibility in Bhopal.
