That is the plan. Borrow money at ridiculously low manipulated interest rates and use it to pay out dividends and buy back shares. They have no debt now and tons of cash, but cash is unavailable overseas without paying taxes in US. They'll eventually use or repatriate the overseas money when US incentivises them to do so by changing tax laws or having a tax "holiday".
Your kidding right? And if You think Apple is the only company with money overseas and not paying taxes you should do some homework! You would be better off asking which company does not have cash overseas and is always paying taxes!
That's expecting the impossible. However, the quarter ends tomorrow, and Apple might be buying back the remaining 60 Billion $ worth of shares it announced recently. The time is perfect.
