Comcast CHARGING for Initially Free Digital Adapter

Several months ago, Comcast sent me a letter telling me that I could get a free digital adapter from them for one of my TVs. They emphasized the fact that there would be no charge for the adapter.

Recently, my bill contained a $1.99 monthly charge for the adapter. When I asked a Comcast rep why I was being charged for it, I was told that Comcast had decided to start charging a monthly fee for digital adapters.

This is blatantly illegal. If you advertise something as free -- not simply a free intro period -- then you can't suddenly start charging for it. This behavior is in addition to Comcast's illegal policy of making you renegotiate your monthly rate every six months. They tell you that you have to get on a new promotion every six months. Really? I thought they were required to publish their rates.
