Windows Phone 8 is complete and in testing with carriers. There are still some tweaks in firmware and possibly drivers but that's what testing is for. The fact they have a release date is indicative of their progress. The hardware has been finalised and merely needs to be flashed with the final firmware and OS image.
The Nokia Lumia 920 is a stunning device. It will put the new "ipod phone 4+1cm" to shame. I certainly hope people can hold their wad and buy this superphone in 6 weeks rather than a vastly inferior alternative prior.

Looks legit to me. Be patient as Microsoft has rigorous testing methods they need to do - remember they make software for all partners and the updates come from them directly, unlike Google where it goes through the OEM and it gets stuck there forever. Makes you wonder how Google does their testing since lots of Android bugs escape through their testing.
The most recent news I read was that both Windows 8 and RT8 would be released on October 28th. The WP8 release was pushed back to November 2nd. Originally they wanted all three to launch together, but the delays with WP forced them to break up the launch party and lose the synergy they hoped to capture. It's really not a big deal, but the three-way launch probably will not be happening.
