I found the Good News and you can help yourself if you want to. Your description of events didn't say much regarding diagnosis. I doubt it's a switch problem.

Who installed your second receiver? It's rare that you would have a second line pre-installed so I wonder if you did it yourself without knowing what you were doing. If Dish or a retailer did it you should get a FREE return call as part of warranty for work done.
Your best defense against getting ripped off is knowing how to do it yourself. Now you have the info online if you care to read and learn.
I tried searching for Dish Up. The closest thing I could find was the Dish 500 upgrade. Good luck with the fine print aspects of it. It could be a $50 solution to your problem since someone will have to come out and change the antenna and point it and the LNBFs (if supplied) should be newer models that don't require external switches.
Did you learn how to read the agreements instead of relying on 'what someone said/promised'? Read before you sign.
The "Dish Up Program" I got a SuperDish installed and a 811 Reciever I had Dish 500 which I still have they did not even want that~!!!!...All for 25 Dollars out of my pocket and And my 8 year old reciver~!! And all this for just a 5 dollar a month Lease,,,, which is really a good deal IMO...
