John Quincy Adams wasn't elected by winner take all of States for example, nor was he elected on the first ballot. My cousin, Henry Clay, ran fourth and threw his support to JQ Adams in exchange for the Sec of State Job.
Still it's each Congressional district gets it's own vote, intimately fair if Congress is fair.
What you don't get is inner cities where 100% go for the #$%$ like Obama, don't unbalance suburbs where 60% went for the patriotic Constitution supporting American.
One man, one vote has to be seriously re-considered. An IQ test to qualify would help. That would eliminate a lot of noninformed braindeads that are easily swayed, and herded to the polls to vote dumbocrat.
