I think the consumers have spoken, and Ford will most likely pass GM in the near future. Analysts can say what they want, but consumers will drive the price of GM down, or will stay put as Ford stock rises.
GM has some issues in the near future that will impact their bottom line as well.

You know, GM investors do not mind following F for the next little while ... The new GM is SUCH a YOUNG company. We need to give it just a little time to move back in the $100s, where it belongs.

The likelihood of GM rising by 50% is relatively low with rising gasoline prices.
Assuming GM does rise by 50%, taxpayers would still not get paid off for their GM investment. The stock needs to rise to around $53.
Also, why pay US workers a $4000 bonus when taxpayers have not been paid off.
GM appears to be run by government workers. It is still government owned.
