By making capital gains taxless, and by making consumption heavily taxed, at a stroke Cain shows he's working for the rich, which is a class that 98% of the nation will never reach. Ever.
There's a reason why John Kerry parked his yacht outside of his home state. It's because high taxes make rich people do that. So a high consumption tax will just make the U.S. rich buy overseas and from Canada and Mexico, while every working schmuck will pay through the nose for everything he uses.
Payroll deducting won't be rescinded under Cain anyway, since the IRS loves having that power and will never give it up. So the working class will have a consumption tax ADDED to their tax load, not EXCHANGED with it. The rich will still get their employee Cain to cancel the cap-gains tax. It's a win for the rich, and a big fooking loss for the working class.
Considering that you must define an economic class by income, savings, debt and expenses, the USA has lost about half of its middle class as a percentage of the population since 1980. That half became the "working poor"; perhaps you've heard that term. The elite aren't going to stop until they've destroyed the OTHER half. Who will they tax, then? The rich won't be paying; the poor won't be paying. Who's left if there's no middle class?
