Got a lot of family in Shreveport. Big difference between North and South LA - even before the storm. Hell, Bossier City/Shreveport folks barely claims Louisiana (they think they're Texans! LOL) but to answer your question about South LA ...
I live and work about 30 miles north of the city and things have pretty much returned to what passes for normal. I stayed here for both storms although Rita was just another big puddlemaker.
New Orleans and the Gulf Coast are still in pretty rough shape. The TV video how big the problem is. Some parts of the Gulf Coast are simply gone. ALL of the casinos that were on the Gulf ...gone. with the exception of 1, Beau Rivage with suffered major damage. In New Orleans there are LARGE areas that will take years before they are revitalized - even if the Real Estate carpetbaggers get in the picture and throw hundreds of millions into the area, it will take years... The best thing that has hppened to those folks in the last 5 months has been a relatively warm, dry winter. The scope and breadth of the damage cannot be imagined if you have been to this area pre-Katrina, but when you see it now for yourself - you'll never forget it. Some parts remind me of failed factory towns in the midwest. Empty. Deserted. There are still thousands of homes with no power and thousands more nice homes with trailers in the front yard housing families that are trying to rebuild/repair their homes and cobble their lives back together. It's truly amazing.
