From listening to the way people are talking about the meeting today, the Asian way of doing business is different than in the west. So this different style can cause confusion and maybe the right for a westerner to think fraud, when there is no fraud. China has it's own way, american capitalism has theirs. Two cultures, same stock market.
Digger the business ethics from my perspective are 180 degrees out of phase with the west.
We start from the standpoint of total freedom, and we give some of that to the government so that they in turn regulate what we should do. because occasionally we have violators...So we spend our time complaining about new regs and try to accommodate the government.
Not so with the Chinese...This new generation post revolution started with no freedoms at all. What they have now is given to them by the government. They take a look at the rule book, and find ways of doing things that are not covered in the book. It's like a NASCAR crew chief using the rule book to find things not covered to change the dynamics of a car to win races...This goes on until NASCAR catches them, they fine them, take away their points and rewrite the rule book to cover the infraction.
Basically if it's not specifically mentioned in the book of regulations, they have no qualms about doing it, and if it hurts a foreigner, so what!
In short they are not restrained by self regulation...they don't even know what it is!
